Van is the traveling merchant who stays at the inn in Story of Seasons: Friends of Mineral Town.

How to Unlock Van in Story of Seasons: Friends of Mineral Town
If you want Van, the traveling merchant, to start visiting Mineral Town, you must give the Harvest Goddess 30 gifts in 30 days.
Make sure you keep track of how many gifts you give him, because the Harvest Goddess won’t tell you that you’ve unlocked Van. Instead, Van will greet you when you leave your farm on the first sunny Wednesday after you have given him the 30th gift.
From this moment on you can visit their store at the Inn every Wednesday and their pet store, which will be in Rose Plaza on the 15th of each month.

Once you’ve unlocked Van, he’ll set up shop on the second floor of the inn every Wednesday.

Van’s Pet Stall is the only way to get pets in Friends of Mineral Town and is only available once a month.
You can buy pets at Van on the 15th of every month at Rose Plaza from 12 pm to 6 pm
However, there are three conditions for Van’s Pet Stall. The first is that the weather must be sunny or Van will decide to stay at the inn. The second is that the type of pet you can buy will change each season.
This means that if you want to buy a cat, but it happens to be raining on the day Van sells them, you’ll have to wait until next year.
The only condition is that it be a sunny day. If it rains or snows, you will have to wait until next month.
These are the types of pets you can buy and during what season Van will sell them:

The third and final condition is that you must have friendship level eight with all your pets before you can buy a new one.
