If that’s the case, and you still want to play PES 2020 as if it were a fully licensed game, you need to spend time in the game editor menus and change things yourself.
The process may take some time; players claim to change each Data collection, including creating custom kits and renaming stadiums, leagues, cups, etc., can take up to 40 hours.
However, if you are only interested in the names of the teams, and are not playing with Madrid Chamartín B in a local derby against Madrid Rosas RB, then you will be able to achieve the desired results quite quickly and without complications.

Which leagues have official licenses in PES 2020?
Fortunately, this year’s Pro Evo has a fairly comprehensive collection of officially licensed competitions, totaling 19 out of an apparent total of 24 (although those missing five are pretty significant). Here is a list of the leagues that you do not need to edit:

The only Italian team that needs changes this time is Brescia, until a free update arrives shortly after launch. Juventus’ rights are even exclusive, meaning FIFA 20 cannot use the team’s real name, which is quite something.
