The joint statement
The Joint Statement issued by India and the United States has affirmed a vision of the two nations as “among the world’s closest partners: a partnership of democracies looking toward the 21st century with hope, ambition and confidence.”
The Joint Declaration stated that “No corner of the human enterprise is left out of the partnership between our two great countries, which extends from the seas to the stars.”.

What were the agreements signed between India and the United States?
Prime Minister Narendra Modi’s visit has underlined a “next generation partnership” between the two countries, India and the United States, with trust, ambition and hope. Below are the agreements signed and concerns raised between the two countries, as part of the India-US Comprehensive Global Strategic Partnership.
1. Defense
There have been several initiatives undertaken by the two countries in the area of defense partnership. These are:
- MoU between GE Aerospace and HAL
GE Aerospace and HAL signed a memorandum of understanding for the production of fighter jet engines for light combat aircraft. The agreement included possible joint production of GE Aerospace’s F4141 engines in India. GE’s participation in the Light Combat Aircraft program and its collaboration in the Advanced Medium Combat Aircraft were highlighted.
- US Navy Ship Repair and Service
The United States Navy has entered into a Master Ship Repair Agreement (MSRA) with Larsen and Toubro Shipyard in Kattupalli (Chennia) and is also entering into agreements with Mazagon Dock Limited in Mumbai and Goa Shipyard. These agreements will allow US Navy ships to undergo repairs and servicing at Indian shipyards between voyages.
India aims to acquire MQ-9B Sea Guardian armed unmanned aerial vehicles. These drones will enhance India’s surveillance, intelligence and reconnaissance capabilities.
- INDUS-X and the defense acceleration ecosystem
The India-US defense acceleration ecosystem INDUS-X was launched with the aim of fostering collaboration between technology companies and startups from India and the US. Technologies from 10 US startups and 15 Indian startups in areas such as artificial intelligence, maritime, space and autonomous systems were showcased in the system.
Opportunities for collaboration in the area of deep technology innovations, especially in the area of AI, were highlighted.
2. Citizen-focused efforts
The two countries have also discussed and agreed on a large number of efforts that have a direct impact on the people.
- Visa Renewal Program and Consulate Openings
A program was established for the renewal of national visas for some temporary workers based on petitions. The goal of the program is to organize the visa process and also potentially incorporate qualified visas such as L and H1b visas. Two new American consulates were planned in Ahmedabad and Bengaluru. India will reopen its consulates in Seattle and declare new consulates elsewhere.

3. Technology
The two countries are aware of the importance of technological advances and, therefore, a series of agreements have been signed in this direction.

4. Space cooperation between the two countries.
State cooperation between the two countries was also fostered when India joined a framework for space exploration purposes and accepted a mission to the International Space Station in the year 2024. According to the Indian Ministry of External Affairs website, United States appreciated India’s growing cooperation in areas of space technologies and sciences. The decision of NASA and ISRO to design a strategic framework by the end of 2023, for cooperation in human space flights. Also welcomed was NASA’s announcement to offer advanced training to Indian astronauts with the aim of fostering a joint effort towards the International Space Station in 2024. The two countries also celebrated the delivery of the NASA-ISRO synthetic aperture radar to the ISRO’s UR Rao Satellite Center in Bengaluru, India.
5. Concerns, shared values and more
Many concerns were raised regarding Prime Minister Modi’s tenure as Chief Minister of Gujarat, along with issues of democratic backsliding in the country. Around 70 lawmakers wrote to the President of the United States urging him to address human rights and democratic norms during talks with the Indian Prime Minister.
Additionally, former US President Barack Obama appealed to Prime Minister Modi to safeguard ethnic minorities in India. Both leaders emphasized the importance of diversity, equity, the power of example and democracy.
6. Strategic commercial dialogue
US President Biden and Indian Prime Minister Narendra Modi committed to advancing policies and incorporating regulations that help facilitate better opportunities for technology exchange, co-production and co-development between the industries of both countries. The leaders also welcomed the launch of the Strategic Trade Dialogue in June 2023, which prompted both sides to make regular attempts to address export controls and explore methods to foster high-tech trade.
