The best armor in Horizon: Forbidden West is the Oseram Artificer suit.
This legendary warrior outfit can only be received by completing all salvage contracts that begin with the activity: Keruf’s Unlimited Salvage. Be prepared to invest in these salvage contracts for most of your time in the Forbidden West.

How to get the Oseram artificer suit in Horizon Forbidden West
To get the Oseram Artificer Suit in Horizon: Forbidden West, you must complete all Salvage Bounties, starting with Keruf’s Salvage Unlimited.
These quests will become available once you have completed the main quest, the embassy and Keruf can return to his main camp. You’ll then need to complete a series of salvage contracts for Larend, Runda, Handa, and Danur, each of which can be found in a different location in the Forbidden West.
Once the salvage contracts are completed, you can return to the salvage camp near Barren Light.
When you arrive, Keruf will judge the armor forged by Larend, Runda, Handa, and Danur. Instead of declaring a winner, Keruf will say that the armors did not meet his requirements and will sell them instead.
Aloy suggests that you combine all the good pieces of each armor to create a new one. Keruf agrees and together the Salvagers create the Oseram Artificer. They then give it to Aloy to try.
